On behalf of the International Society for Soil Mechanics and Geo-
technical Engineering, as well as the Mexican Society of Geotechni-
cal Engineering, it is our great pleasure to welcome you to the XVI 
Panamerican Conference on Soil Mechanics and Geotechnical Engi-
neering. As background, the first Pan-American Conference on Soil 
Mechanics and Geotechnical Engineering was held in Mexico City 
in 1959, and on November 2019 it will return to our country, with 
the Mexican Caribbean as its scenario. Indeed, Cancun is recognized 
worldwide for its natural beauty, first class tourist infrastructure and 
important and attractive archaeological sites.
We are pleased to have accepted 335 technical papers related to 
geotechnical engineering and geoenvironment, included in the Pro-
ceedings Volume Geotechnical Engineering in the XXI Century: les-
sons learned and future challenges. Our gratitude to the authors who 
submitted papers, session chairs and invited reviewers for sharing 
their time, knowledge and expertise to enhance the quality of the 
contributions. We also appreciate the invited speakers who made 
possible the special Volume From Research to Applied Geotechnics, 
which include special and keynote lectures. 
XVI PCSMGE´s technical program will feature the 9th Arthur Casa-
grande Lecture, delivered by Gabriel Auvinet Guichard, ISSMGE 
President Lecture delivered by Charles Ng, preconference courses, 
nineteen concurrent technical and special sessions, poster exhibition, 
technical committees workshops and two technical plenary sessions. 
Attendees will also have the opportunity to learn more about the 
Mayan culture, in the special lecture delivered by archeologist Tomás 
Pérez Suárez.
Attendees are welcome in the commercial exhibits space throughout 
the three days of the Conference, for information and networking.

The aim of TC 201 is promote the discussion on the state of the art and developing the science and 
engineering in order to increase fundamental understanding and modelling of strength, deformation 
and erosion behavior of soils and failure processes of water retaining structures like dikes, dunes, 
(underwater) dams. The gained fundamental understanding is essential for designing and building 
dikes that can easily be adapted to new insights on design loads and strength. Especially or urban 
areas, with limited space and large number of lives and economic value to protect, the design of 
water retaining structures faces serious challenges. For these conditions hard elements, like sheet 
pile walls or semi hard elements, like soil mixing techniques are required to construct water retaining 
structures that fulfil the design criteria. This opens a new discussion on soil – structure interaction at 
extreme loading conditions.

Description
Soil anchors is a fundamental element of restraint systems used in deep open-air excavations. Their 
particularity is that each one of them must be tested before being put into service, in order to attest 
that they will maintain their load during the service stage without losing capacity, which could com-
promise the excavation’s stability.
The different types of tests (research, compliance, acceptance) allow to validate the design as well as 
the execution. Since the construction procedure has a decisive influence on the capacity that anchors 
can develop, great importance must always be given to controls during execution.
The course will cover the geotechnical and structural design, the construction procedure and test 
methods and types based on international standards (Europe and USA). Additionally, recommen-
dations will be given for the instrumentation of anchored systems and to evaluate the behavior in 
service. Both in the design and the construction aspects, real national and international cases will be 
presented to exemplify and reinforce the theoretical background.
It will be a practical course that will encourage participation and discussion among attendees. 
Bibliography will be delivered.

This course focuses on the study of the main physical phenomena and processes that control the 
behavior of soil. Problems of practical interest in the broad field geo-energy are analyzed during 
the course. The fundamental aspects associated with the coupled non-isothermal flow problems are 
presented. The course also contemplates a brief introduction to the numerical solution of this type of 
problem. Experimental studies showing the behavior of soils and rocks under THM will be discussed 
as well, along with key constitutive relationships that can be used in numerical simulations.
Further, laboratory-and field-scale physical modeling studies that have been performed to validate 
simulations will also be discussed.

Current trends for analysis and design of pavements with methods called mechanistic, involving the 
calculation of the state of stresses and strains in the pavement structure, characterized in turn by the 
resilient modulus of compacted soil layers and modules presented dynamic of the asphalt layers.

Description
Provide participants with the necessary to perform quantitative risk analysisand reliability in the 
practice of geotechnical engineering tools. For practical purposes, the engineering risk analysis usually 
performed in three main stages: 1) identification, 2) Valuation and 3) Administration. This type of 
analysis can be qualitative or quantitative. A qualitative analysis of risk is limited to the development 
of stages 1 and 3, whereas quantitative analysis also requires the development of step 2. In the latter 
case, an explicit estimate of the probability of failure is performed and its complement unit: the confi-
abilidad and consequences identified if the danger occur are evaluated. Methodologies for estimating 
the risk and reliability are explained through illustrative examples which analyze: Tali, Foundations 
and tunnels, among other works.
Description
The course presents fundamental aspects of the design and analysis of surface and underground exca-
vations from a rational mechanical perspective. First, the basics of rock mechanics and soil relevant to 
rational treatment of excavations are reviewed. Then rational methods normally used in the practice 
of design and analysis of surface and underground excavations are discussed. the role of numerical 
methods in the design process is also discussed, including commercial use (and non-commercial) 
codes based on finite element, finite difference, and other discrete elements. practical examples 
of design applications embankments and tunnels in civil engineering and mining are presented. It 
provides a comprehensive list of basic literature related to the various topics discussed in the course.

Gabriel Auvinet obtained a Doctor degree in En-
gineering from UNAM, Mexico in 1986. He is a 
Researcher at Instituto de Ingeniería (Institute of 
Engineering), UNAM (National Autonomous Uni-
versity of Mexico) and Faculty member of UNAM 
Postgraduate program. He was a guest Professor 
in the French Universities of Grenoble (1986), 
Nancy (1993-1994) and Clermont (2003-2004). 
He has directed a large number of professional, 
master and doctoral theses and is author of 367 
papers in Journals and National and Internation-
al Conferences and 248 research reports. He is 
presently Head of the Geotechnical Computing 
Laboratory of Institute of Engineering, UNAM. He 
has dedicated his research work to Soil Mechan-
ics with emphasis on special foundations and 
tunnels in consolidating soft soils. Simultaneous-
ly, he has developed new techniques for appli-
cation of probabilistic and geostatistical methods 
in Civil Engineering. He has been involved as a 
consultant in many large projects in Mexico, Cen-
tral and South America and Europe.
He performed geostatistical and geomechanical 
analyses for the design of award-winning Ri-
on-Antirion bridge foundation in Greece. Profes-
sor Auvinet has been President of the Mexican 
Society for Soil Mechanics (SMIG, 1992-1993) 
and Vice President for North America of Inter-
national Society for Soil Mechanics and Geo-
technical Engineering (ISSMGE, 2009-2013). He 
has received a number of teaching and research 
awards in Mexico, France and South America. 
From 2001 to 2009 he chaired ISSMGE’s Techni-
cal Committee TC36: “Foundation Engineering in 
difficult soft soils conditions”. In 2002 he deliv-
ered the Sixteenth “Nabor Carrillo” Lecture: “Un-
certainty in Geotechnical Engineering”.
He is a member of the Mexican Science Acade-
my, and National Engineering Academy of Mex-
ico. In 2015, He received a Doctor Honoris Causa 
degree from Universidad Nacional de Córdoba. 
Argentina. He is author of the updated version 
(2017) of the internationally known book “The 
subsoil of Mexico City”.

Abstract
Many large cities such as Tokyo, Bangkok, Río 
de Janeiro, Recife, Bogota and, of course, Mexico 
City, to name only a few, were built and are still 
being developed on soft soils. In many cases, 
these cities also experience regional subsidence 
induced by pumping of groundwater from deep 
local aquifers. Among the sources of uncertainty 
prevailing in the geotechnical characterization 
of these sites, soil properties spatial variability 
is one of the most difficult to deal with since 
the associated uncertainty cannot be eliminat-
ed only by improving laboratory and fieldtesting 
techniques. For an accurate evaluation of the 
subsoil conditions, spatial variations of the soil 
profile and mechanical properties together with 
the groundwater conditions must be assessed 
by performing a sufficient number of soil ex-
plorations, processing a generally large amount 
of data and developing either deterministic or 
probabilistic models of these variations. The 
techniques available to develop such models 
and some difficulties encountered to implement 
them are examined in this lecture.
Some geotechnical analysis and design methods 
that take into account soft soils spatial variations 
are also reviewed together with constructions 
techniques aimed at mitigating consequences of 
soil variability.
The above considerations are illustrated with 
reference to Mexico City’s highly compressible 
volcanic lacustrine clays. Models of the spatial 
variability of these materials developed over the 
years for different projects using traditional and 
geostatistical techniques are presented. Some 
of the geotechnical analysis and construction 
methods used by geotechnical engineers to deal 
with soil spatial variability in this megacity once 
called by Terzaghi “the paradise of soil mechan-
ics”, are also discussed.

Invited Lecturer
Dr Charles W.W. Ng is currently the CLP Holdings 
Professor of Sustainability, Chair Professor in the 
Department of Civil and Environmental Engineer-
ing and Associate Vice-President for Research 
and Development at the Hong Kong University of 
Science and Technology (HKUST). He is the Pres-
ident of International Society for Soil Mechanics 
and Geotechnical Engineering (2017-2021).
Professor Ng earned his PhD degree from the 
University of Bristol, UK in 1993. After carrying 
out a period of post-doctoral research at the Uni-
versity of Cambridge between 1993 and 1995, 
he returned to Hong Kong and joined HKUST as 
Assistant Professor in 1995 and rose through the 
ranks to become Chair Professor in 2011. Pro-
fessor Ng was elected an Overseas Fellow from 
Churchill College, Cambridge University, in 2005 
and was also elected as a Changjiang Scholar 
(Chair Professor in Geotechnical Engineering) by
the Ministry of Education in China in 2010. He is 
Fellow of the Institution of Civil Engineers, the 
American Society of Civil Engineers, the Hong 
Kong Institution of Engineers and the Hong Kong 
Academy of Engineering Sciences.
Currently, he is an Associate Editor of the Canadi-
an Geotechnical Journal.
Professor Ng has published some 320 SCI journal 
articles and 250 conference papers and deliv-
ered more than 50 keynotes and state-of-theart
reports in 6 continents. He is the main author of 
two reference books:
(i) Soil-structure Engineering of Deep Founda-
tions, Excavations and Tunnels by Thomas Tel-
ford, (ii) Advanced Unsaturated Soil Mechanics 
and Engineering, and (iii) Plant-Soil slope Inter-
action by Taylor & Francis. He has received many 
awards including the 2017 Telford Premium Prize
from the Institution of Civil Engineers, UK, the 
Henry Adams Award from the Institution of 
Structural Engineers, UK, the first Tan Swan Beng 
Award from the Southeast Asian Geotechnical 
Society, and the R. M. Quigley Award from the 
Canadian Geotechnical Society three times for 
his three best papers published in 2007, 2012 
& 2016.
Interplay between ecology and unsaturated 
soil mechanics for bioengineered landfill 
covers and slopes

Abstract
The negative impact of climate change calls 
for additional sustainable and environmental-
ly friendly techniques to be developed for the 
improvement of the engineering performance 
of civil infrastructure, such as landfill covers and 
slopes. Bioengineering using vegetation can be 
considered and promoted as a low-cost, aes-
thetically pleasant solution for greening landfill 
covers and improving shallow slope stabilisation. 
The mechanical effects of vegetation as soil re-
inforcement have been extensively studied, but 
the hydrological effects of vegetation on soil 
shear strength and water permeability are un-
clear. This study therefore presents an interdisci-
plinary research programme consisting of labora-
tory and field tests and centrifuge modelling. The 
programme explores the hydrological effects of 
plants on the performance of final landfill covers 
and slope stabilisation. Results show that suc-
tion induced by plants under a novel vegetated 
three-layer landfill cover is preserved better than 
that under a bare cover even after an extreme 
rainfall event with a return period of greater than 
1000 years in Hong Kong. The laboratory tests 
and field trials demonstrate that the vegetated 
three-layer landfill cover system using recycled 
concrete can effectively minimise percolation at 
humid climate even without a geomembrane. 
Novel artificial root systems are developed for 
the centrifuge model tests. Heart-shaped roots 
have stronger pullout resistance and higher pre-
served suction (hence higher soil shear strength) 
compared with tap- or plate-shaped roots. The 
heart-shaped root architecture is thus the most 
effective type in producing stabilisation effects 
on slopes.

Archaeological and ethnographic evidences
Tomás Pérez Suárez is an archaeologist graduated from the National School of Anthropology and 
History. He has a master’s degree in Mesoamerican Studies from the School of Philosophy and Letters, 
UNAM. He is a researcher and coordinator of the Center for Mayan Studies in the Institute of Philolog-
ical Research, UNAM. He has participated in a number of curatorial activities in Mexico, Venice, Sao 
Paulo, Paris, and Liverpool. He is the author of dozens of specialized texts about the Mayan culture and 
the Mexican Archaeology. He has been a lecturer in Mexico, Guatemala, Roma, and Japan.
Abstract
As in any society, the everyday life of the Mayan people varied according to the rank of each indi-
vidual. They all fulfilled a specific function in the maintenance of the economic and political order, 
which supported the
prevailing social and religious ideology in each period. Gender, age, rural or urban residence, and 
occupation were also factors determining differences in the everyday life of each person and the 
space built and inhabited. The state cities of the Mayan area, with their spacious squares, great 
temples, sumptuous palaces, courts for ballgame, altars, and outstanding roadways, also included 
buildings related with the storage and administration of tributes: payments in kind that the working 
class delivered to the state for their maintenance. On the other hand, the rurallandscape, producer of 
food and raw materials, was also subject of constructive modifications facilitating the exploitation of 
renewable and non-renewable resources that largely met the material needs of the urban population.

Analysis and seismic design of tailings dams and liquefaction 
assessment.
Abstract
The increasing of the mining industry in Latin America, combined 
with the high seismic conditions of some regions, represents a major 
challenge for geotechnical engineers in relation to the mining waste 
disposal design. Earthquakes are one of the principal causes of failure 
in this kind of structures, which are mainly attributed to liquefaction, 
whose consequences have been catastrophic such as cases history 
of Mochikoshi Tailings dams, Japan (1978); Cerro Negro and El Cobre, 
Chile (1965) and Amatista, Nazca, Peru (1996). Therefore, one of the 
main aspects in the seismic design of these structures is related to the 
possible liquefaction of the tailings, due to the characteristics of these 
materials. This paper presents the design criteria, geotechnical charac-
terization and the seismic stability assessment of a tailings dam. This 
work is presented from practice approach, with emphasis on consid-
erations that involved the dynamic analysis of a project at the design 
stage and the evaluation of liquefaction in this structure. The analysis 
results, interpretation and conclusions are presented based in local and 
international guidelines.

Thermal Energy Storage in Borehole Arrays Installed in Unsatu-
rated Soils.
Abstract
The use of deterministic stability analyses for geotechnical works is still 
common practice. Such analyses consider a single set of input parame-
ters and therefore a single result is taken as definitive and compared to 
limits established by codes. However, a deterministic stability assess-
ment taken as satisfactory may be associated with a probability of fail-
ure considered as high. This is why one approach should not suppress 
the other, they should rather be complementary. A similar comment 
can be made for the probability of failure, while a small value may not 
be accepted within a densely occupied urban scenario and a high value 
may be considered satisfactory within an uninhabited area. This is why 
the risk should also be evaluated rather than solely the probability 
of failure. Discussions concerning the risk of failure instead of mere 
deterministic approaches have significant importance, bearing in mind 
either insurance needs or the development of projects that are both 
more reliable and cost-effective.
Abstract
In the last decades, much attention has been given to provide sus-
tainable solutions for energy-related needs of society due to the in-
crease in energy demands with growing population associated with 
economic development. This includes using the subsurface as thermal 
energy resources such as in Borehole Thermal Energy Storage (BTES) 
systems, an innovative approach to provide heating and cooling of the 
buildings through geothermal heat exchangers installed in the sub-
surface. This study highlights on the role of vadose zone on coupled 
thermo-hydraulic response of a BTES system specifically focusing on 
how the coupled heat transfer and water flow processes and coupled 
thermo-hydraulic constitutive properties of soils may be exploited to 
enhance heat injection and heat retention in an array of geothermal 
borehole heat exchangers. The results from laboratory and field ex-
periments and numerical simulations, which can crucially contribute 
to the sustainable thermal energy strategies and the design, confirm 
the good performance of BTES system in the vadose zone. Further, 
economic and environmental impacts of BTES systems were evaluated 
using an eco-efficiency analysis, a Life Cycle Assessment approach. The 
results indicate that BTES systems can efficiently reduce energy con-
sumption and CO2 emissions which make these systems more feasible 
and environmentally friendly.

Keynote Lecture: Diversity as a Driver of Innovation: 
The Mexico City Paradigm. 
Abstract
Innovation and resourcefulness are necessary to address the multi-faceted design and construction 
challenges that Mexico City presents, as one of the most adverse geologic and tectonic environments 
on earth. As these challenges grow with the increasing demand for taller buildings and deeper 
basements, so does the need to apply cutting-edge technologies and performance-based design phi-
losophy to make this mega-city and its exponentially increasing population resilient against multiple 
hazards. Post-1985, the real-life test of the 2017 Puebla-Morelos earthquake proved that innovative 
designs suffered minimal or no damage, and their functionality was not interrupted. The speaker will 
present key geoseismic features of several iconic CDMX high-rise buildings from her regional 20-year 
practicing experience. As a living proof of resilient performance, these examples enhance the confi-
dence of the stakeholders and public for the engineering and technologies used. The Mexico City par-
adigm offers invaluable geotechnics lessons that can be used to shift our mindset to decision-making 
strategies for the megacities of the future. However, the benefits of advancing the state of practice 
often meet resistance that will be discussed from both a technical and a diversity perspective. Al-
though it is obvious that we limit what problems we can solve when we limit who can contribute, 
being different – whether by gender, ethnicity, sexual orientation, personal beliefs – has been an 
added roadblock in the path to innovation in a quite homogeneous male-dominated professional set-
ting. The speaker will share experiences, anecdotes, and conscious efforts to break stereotypes in our 
industry, Ways to deal with the real fear of criticism, rejection and failure that “different” engineers 
often have will be discussed, setting the tone for the panel discussion to follow.
